How to change the Internet Explorer Toolbars and Background Image

Using the local policy editor you can change the Internet Explorer Toolbars either for the current user or for all users of the computer.

Click on Start and type gpedit.msc and hit enter to bring up the local policy editor.

If you want to edit the Internet Explorer Toolbars for your own user account, choose the User Configuration folder. If you want to edit the Internet Explorer Toolbars for all users on this computer, choose the Computer Configuration Folder.

Expand Windows Settings and expand Internet Explorer Maintenance and finally click on Browser User Interface.

In the right hand side of the console, Right click on Browser Toolbar Customizations and choose Properties.

Check the radio button "Customize Toolbar Backgroup Bitmap" and browse to a bitmap image you'd like to use as a background for Internet Explorer.

If you have additional Toolbars you'd like to add, or remove from your system you can do so from this window as well.
